Public transportation in Mongolia

Ulaanbaatar is the capital, and also largest city of Mongolia. The city is located in north central Mongolia, and is surrounded by four big mountains so it can't expand. Almost fifty percent of total population lives there, and this figure has been increasing over the years because of the migrants from rural moving into the city. This migration causes several problems for Ulaanbaatar, namely pollution and public transportation. Although public transportation is enough for the city of one million and 5 hundred thousand inhabitants, it's still one of the biggest problems.
          The capital city hasn't got enough residents to use trains and subways, hence the buses are used as the main public transportation. The main reason for spoiling the public transportation is traffic jam. Families who moved into the city from countryside settle in far from the city owing to lack of city's apartments. Those people need to drive to work or school by their own cars. In consequence, the city is filled with the cars and often have traffic jams.On top of that, most drivers break the traffic's rules and make traffic jam worse. 
          In my opinion, there are several possibilities to solve the problems. The most important measure is to decrease the number of cars in the city. For instance, to implement toll road or to add up taxes of imported or to punish the drivers strictly who have broken the traffic's rules. In addition, using the trains and subways as public transportation even though it's unprofitable. The government have to have responsibility for its expenses.
